The objectives of this research were to examine and to categorize the cases mediated by the gov-ernment officials in Nakhon Pathom Province, Thailand. This research used qualitative methods of data collection, namely focus group, archival records and documents and interviews. Content analysis was used to analyze the collected data. The research found that the administrative au-thorities have rights to conduct mediation in all civil cases and compoundable offenses, but it ap-pears to be ineffective. In contrast, the police are not legally empowered to mediate in any dispute but in practice the police, favored by the citizen, are in a strong position to mediate disputes in both compoundable and non-compoundable offenses.
