공적서비스 영역에서 청소년상담의 미래 전망에 대한 전문가 델파이 조사

A future outlook for youth counseling in the public services sector: A Delphi study

본 연구는 공적서비스 영역에서의 청소년상담의 미래전망이 어떠한가를 전문가 델파이 방식을 통해 예측하고자 하였다. 본 연구에서는 청소년상담 관련 학계 및 현장전문가 50인에게 ‘공적서비스로의 청소년상담의 미래전망’을 기술하도록 요청 하였으며, 2차와 3차 델파이조사에 응한 최종 20인의 의견을 통해 결과를 도출하였다. 공적서비스로의 청소년상담과 관련하여 ‘운영체제 및 제도’ 측면에서는 공적서비스에 대한 상담요구의 증가, 사설기관과의 차별화된 서비스 개발요구, 다학제간 전문가로 구성된 팀접근, 지역중심의 상담 및 시스템 연계 활성화, 사이버 및 이동통신을 통한 상담증가, 사이버상담의 전문가와 단기상담의 활성화, 지자체별로 특화, 빈곤층에 대한 바우처제도 확립, 상담효과성 및 책무성 강조, 전문학교상담인력에 대한 정책 활성화 등이 전망되었으며, ‘상담대상 및 내용’과 관련된 측면에서는 공적서비스 영역에서의 청소년상담 서비스 대상의 다양화와 확대, 정신병리 및 우울, 자살 등의 전문적 개입에 대한 요구 증가, 청소년비행, 인터넷중독, 은둔형외톨이 등의 영역에 대한 다양한 개입 요구, 다문화 및 저소득층, 소외계층에 대한 상담활성화, 학교기반의 보편적 예방교육 필요성 증가, 진로상담 욕구 증가 등이 예측되었다. 마지막으로 이를 중심으로 한 논의가 이루어졌다.

The purpose of this study was to provide a future outlook for youth counseling in the Korean public sector. The Delphi method was employed to predict the target population, method of delivery, and service systems for youth counseling as a public service. Fifty academic and field experts in youth counseling were initially requested to describe ‘the future outlook for youth counseling as a public service,’ among whom 20 experts completed the second and third Delphi survey rounds. Results have been derived from the responses of those 20 experts. ‘The management systems and strategies’ aspect of the overall outlook involved an increased demand for counseling as a public service, the need for development of services differentiated from those of private institutions, an increase in multidisciplinary expert team approaches, stimulation of localized counseling services and systems networking, growth in online and mobile communications counseling services, furtherance of short-term and online counseling experts training, specialization by local governments, establishment of voucher plans for the low-income groups, emphases on the effectiveness and liability of the counseling services. The ‘target population and contents of counseling services’ aspect of future outlook involved diversification and expansion of the target population of public youth counseling services, an increased need for specialized interventions for psychopathological problems such as depression and suicide, the need for multiple intervention methods for adolescent delinquency, internet addiction, and acute social withdrawal, advancement in counseling services for the multicultural, low-income, or underprivileged groups, a rise in the demand for universal school-based prevention programs, and an increased need for career counseling services. The implications of these findings are discussed.
