효과적인 산불진화체계와 대처방안

국가중요문화재가 산불로 인하여 소실됨을 접할 때마다 안타까움을 더한다. 문화유산은 한번 소실되면 영원히 그 가치를 회복할 수 없다. 이는 대부분 문화재가 목조 건축물로 가연성이 높고 도심과 멀리 떨어진 산속에 위치하고 있어 화재 진화에도 소방력의 접근성이 용이하지 않아 초기진화가 어렵다. 또한 자체 소방시설도 한계가 있어 근원적인 대책 마련이 시급한 실정이다. 따라서 본 연구에서는 우리나라의 여건에 맞는 문화재 보호관리에 대한 시스템 구축 방법으로 현재 다원화된 지휘체계를 일원화하고 산불현장에 투입되는 진화인력인 산림관계공무원, 소방대원, 군경 등 민.관.군 통합지휘 운용의 효율화를 기하고 진화에 동원된 인원도 일정한 교육을 수료한 사람으로 한정하며, 장비의 개발과 현대화로 한발 앞선 대응체계를 구축하여야 한다.

It makes our heart hurt to see that National Important Cultural Treasures are destroyed by fire. They are irrecoverable when it burnt down. It`s so difficult to put out fire at early stage because most of them are made from combustible wood, and located in mountains away from city. Moreover, because of lack of their own fire equipments, it is urgently necessary to make counter-proposals. Accordingly, I researched in-depth protection plans for our cultural Treasures and new systemic establishment plans to unify multiple chain of commands: not only to make it more efficient execution of unified command for forest public servants, fire fighters, soldiers, and police working for extinguishing forest fire, but also to suggest qualification requirements for those who involve putting out fire, and equipment development and modernization.
