서울시 뉴타운 사업의 평가와 대안 모색

Appraisal of New Town Development in Seoul and Seeking Its Alternatives

서울에서 시작된 뉴타운 사업은 도시재정비촉진사업이란 이름으로 서울은 물론 전국의 주요 도시에서 추진되고 있다. 하지만 당초 기대치에 비해 사업추진의 실적과 효과가 미미하다. ‘광역적 도시정비’, ‘개발이익 조건의 강화’, ‘공공지원의 강화’ 등으로 차별화하고자 했지만 뉴타운사업은 종전의 ‘주택재개발’와 변별이 그렇게 분명하지 않고 있다. 그러면서 오히려 종전의 정비방식보다 더 심각한 후유증을 동반하고 있다 할 수 있다. 본고는 뉴타운 사업의 출발지인 서울시에서 그간 추진된 뉴타운사업, 즉 도시재정비촉진사업을 종전제도와의 비교하는 방식으로 평가하면서, 그 대안을 모색해보는 데 목적이 있다. 평가기간은 제도도입시부터 2008년 초반까지인데, 이는 2008년 이후에도 추진상 큰 변화가 없다는 전제 때문이다.

Having started in Seoul, the New Town development project is carried out in the name of 'urban rehabilitation promotion project' across all large cities in Korea. Yet, despite its heightened expectation as an alternative mode of urban management, the project has produced little effect on changing urban development landscape. The project was designed to make its distinction by a set of new policy components such as a wide areal urban renewal, enhanced development incentive and public supports, but turns out to be not much clearly different from conventional housing redevelopment project. This paper aims at making an appraisal of New Town Development Project implement by early 2008 in Seoul and seeking its alternative, by comparing it with its preceding development projects. The setting of a appraisal period by early 2008 is predicated upon the assumption that there have been not much significant improvement alteration with regard to the project's real performance.
