The Status and Problems of Secret Information Protecting System in National R&D Activities

National R&D information is the important knowledge assets that produced in the process of national R&D programs. Therefore, it should not only be opened and serviced to many people, but also be prevented from the technology outflow activities by the spy, etc. But, it is exposed that the existing protect system of national R&D secret information is not operated properly. This paper aims to analyse the problems of the system, and suggest the improvement ways of existing protect system of national R&D secret information. For the purpose, the legal system and contents of protecting the national R&D secret information is surveyed, and the status and problems of it are searched and analyzed. And finally, the improvement ways are suggested based on the result of survey and analyze. Especially, in the view point of the national R&D information should be opened and serviced totally, and at the same time should be managed properly for the use of research people.
