Since Korean election system for National Assembly has been selected with the single-member electorate system and majority representation system to cause the chronic conflict of regionalism, seeking the new electoral system is required to overcome this. The proportional representation system by region in Japan, which changed the regime into Democratic Party through this election innovation, is of great significance in view that can make up for the issues of proportional representation system for National Assembly and local government electoral system in Korea.
