A Role and Problem of National Science and Technology Council

Korea has adopted science and technology as an important strategic element in pursuing national development. During the period of 1st Five-Year Economic Development Plan, Korea set up an Institutional framework for building R&D capability, recognizing the importance of Science and Technology Ministry and Korean Institute of Science and Technology. Expanded scope of science and technology policy, participation of multiple ministries in science and technology policy and the increased capacity of the private sector have all caused many issues. To solve these issues, science and technology administration system has continuously evolved since its inception. The current system of national science technology runs far short of meeting efficiency or effectiveness. And the current relating policies are not systematical. Especially, the enhanced capability of private sector have allowed the government to pursue supportive roles. Reform of national science and technology council allows scientists and engineers to participate in policy making processes and to institutionalize the process.
