The Goals of this study find the problems of Urban Renewal Promotion Law comparing to Urban and Housing Renewal Law. The problems are:1. Urban Renewal District designation standards are inadequate. 2. Participation is insufficiency in planning process. 3. Differential incentives cause the conflicts between communities. 4. The residents’ burden of urban infrastructure are higher. 5. Projects schedule has been delayed. 6. Master Project Managers have become nominal. The alternatives of urban renewal system suggest:1. Renewal Law system should be clear and simple. 2. Renewal system takes complementary measures for impartial planning. 3. Public Sector should pay the urban infrastructure cost.
