북한의 사회문화적 환경 변화와 사상교양정책

The Change of the Social-Cultural Phenomenon and the Trend of Sasang Gyoyang in North Korea

현재 김정일정권은 혁명3·4세대로의 세대교체와 3대 세습을 통한 후계체제 구축이란 체제개편 시기를 맞아 사상문화적 영역에 대한 일대 쇄신작업을 추진하고 있다. 사상투쟁 강화를 선언하며 사상교양사업에 주력하고 있는 김정일정권의 대주민 정책의 방향은 북한 지도부가 안고 있는 고민을 반영하고 있다. 심각한 경제난을 극복하기 위해 북한이 선택한 경제적 개혁조치들과 대외교류확대를 통한 제한적 개방조치들은 주민들의 가치관 변화라는 또 다른 난제를 낳았고 이것이 ‘사상의 왕국’인 북한사회를 위협하기에 이르렀다. 앞으로 김정일정권 지도부가 선택적 개방으로 나아갈 때 불가피하게 북한사회에 유입될 자본주의문화가 ‘주체의 왕국’에 고립되어 있던 북한 주민들의 의식을 어느 방향으로 변화시킬지 김정일정권으로서는 큰 우려가 아닐 수 없다. 최근 북한당국은 자본주의 문화에 관심을 보이고 있는 북한의 젊은 세대, 즉 혁명3,4세대를 어떻게 통제할 것인가에 관심을 집중시키고 있다. 이를 위해 북한당국 민족문화, ‘우리 것’의 강조를 통해 서구문화의 유입을 차단하려는 등 자본주의 문화 차단을 위한 사상교양에 주력하고 있다.

This study examines the North Korea’s trend of Sasang Gyoyang , ideological mobilization including political education, in the era of transformation. The North Korean Government is renovating the works of Sasang Gyoyang at a time of hereditary power succession. Kim Jong-il has tried to tide over the difficulties caused by the economy reform since 2002. First of all, the allowance of market system caused a lots of problems for North’s government uprising anti-socialist phenomenon like an economic crime, a corruption, a liberalization, ect. So North Korea’s government started to renovate the works of Sasang Gyoyang which was traditionally a fundamental measure to control the people. Currently, the North Korea’s government to target the young people to control who are interested in western culture. Especially North’s mass media and culture facilities propagandize national culture’s superiority and tries to cut off the incoming of western culture.
