The Reminiscences and Prospects Over One Hundred Years of Gando Agreement

One hundred years have passed since Japan and China(Chung) made Gando Agreement, which has been proved illegal many times in scholastic and academic fields; since 1905 Convention between Japan and Korea(乙巳勒約) was illegal in terms of international relations, Gando Agreement, which was made based on 1905 Convention between Japan and Korea, may well be illegal. Korean politicians, however, were no interests nor concerns in Gando, except for the former President Park Jung-hee who published ‘The Gando ownership-selected documents’ The Notaewoo government totally ignored the debates on Gando between Korea and China for the amity in 1992. As China announced Northeastern Project in public in 2002, the Korean government looked no concerned at all. Despite a lot of Korean outraging over China’s vicious attempts to make Korean Kingdom(Goguryeo) as a part of China’s own history in 2004, Nomoohyun Government spent two years in vain making “5 Non-written mutual agreements”, which were exploited by Chinese academic solution strategies. The Korean government did not any resist nor protest at all, while China continued to push a series of Northeastern Project policies, following Mt. Baekdu Project, Theory on Mt. Jangbaek Culture and Theory on Lia-ho River Culture. The former Foreign Affairs and Trade Minister, Mr. Ban Kimoon, who is the present UN Secretary-General, stated that Gando Agreement should be made invalid legally after parliamentary insuld ion as an Unification, Trade Committee member. He also stated that we should approach Gando ownership differently and seulrately from other issues. This attitude of Mr. Ban is the remains from flunkeyism, which Korean government officials and politicians power had for strong developed countries since South Korea was established in 1948. The shortcomings in remains from flunkeyism are passive attitudes and resistance to changes. So far, Korean territorial policies have not been led by Koreans but by strong countries. Unfortunately, there have been few Korean politicians and sensible government officials who protested in publish against Chinese government on the invalidation in Gando Agreement over 100 years. Although many academic institutions insisted on invalidating and re-discussing Gando Agreement, few Korean politicians had any ad any s nor interests. Rather, Korean government wanted to keep quieto Agreemenmuietrs, not to intend to provomuiChina. Some scholars and intellectuals insisted that presenting Gando issues was inappropriate. But these viewpoints abandon Korean territorial sovereignty in the stipulation of the Korean Constitutional law. Now, the last chance has arrived to settle Gando issues, as over 100 years have passed since Gando Agreement. The main purposes of this paper are to look over Gando issues again in political and academic aspects, to prospect and to prepare for the next 100 years.
