Activity of The Russian Ministers to the Great Han Empire during Period of Yongampo incident and Russian-Japanese War

Pavlov recognized that King Kojong(高宗) would lease Yongampo(龍巖浦) to Russia. Pavlov requested Seoul-wiju railroad(京義鐵道)concession and Yongampo (龍巖浦) lease on the basis of ‘New course’. But Yongampo lease came to pass on account of objection of Britain and Japan. Britain and Japan requested wiju (義州) as an open port. Pavlov gave a warning of the dispatch of forces of Russia if the Great Han Empire(大韓帝國) would open a port. Great Han Empire did not open a port on account of Pavlov’ warning till an outbreak of Russian-Japanese war. The Great Han Empire propelled neutrality policy actively after Anglo-Japanese alliance and Franco-Russian declaration. Pavlov objected to Great Han Empire’s neutralization. It due to that he was cautious of the Japan advance in Great Han Empire. Pavlov adviced Great Han Empire to Korea-Russso Alliance. Pavlov departed from Great Han Empire after outbreak of Russian-Japanese War. He took in the situation of Great Han Empire in sanghai(上海) through Hyun Sang Kyun(玄尙健) and Franch diplomat. As a result Pavlov recognized that diplomatic line of the Great Han Empire was pro-Russian line. Pavlov recognized that Great Han Empire would try Anti-Japanese Movement.
