Wang Kon’s Rule Thought and Administration Reform Derection

On the ground of Buddhismㆍthe theory of pungsuㆍConfucianism Wang Kon won the confidance of the people and it was conjugated a means for unifying. Wang Kon merged these ideas in a proper way and put them to practical use. For example, Wang Kon told retainers P’yongyang was a very good place on the ground of the theory of pungsu, and he warned them that there natural disaster had occurred because subjects had experienced suffering on the basis of Confucianism. Meanwhile, after he ascended the throne he told subjects he had made a revolution for them, and he would perform politics for them, because they had Wang Kon as the king of them and he would exempt them form taxes and compulsory service for 3years, and he raised their economic status as being tithes taxes. He appointed two thousand out of ten thousand commoners as meritorious retainers. Even in the Kungye administration a lowly person became a general or an actual power. Through appointment of meritious retainers the Wang Kon administration magnified the ruling class, and through ten instructions he told next kings they promoted soldiors of military arts to government posts. As this was succeeded, commoners of military art could become the ruling class even when the civil service exam system was carried into effect. In short, the consiousness of commmoners was growing since the middle period of Silla, and it was influenced by Buddhstic ideasㆍConfucian ideasㆍthe theory of pungsu, and the selfconsciousness of commoners was aroused, and they became the class that leaded a social change. Wang Kon took the spirit of the times and reflected it, and he raised their politicalㆍeconomicㆍsocial status. Especially, commoners of military arts could become the ruling class.
