A Study on the Organization Process of Baekje 5Bang System

This paper mainly explored the organization background and its enforcement period of Baekje 5Bang System. The background for Baekje to have formed 5Bang System was one of efforts to get over problems revealed in the previous systems and actively cope with newly formed domestic and foreign environmental changes. In other words, the governance of Baekje before 5Bang System was organized, was the type of 5Boo and Damro were combined in parallel, rather what played a major role was 5Boo System. On the other hand, Damro System was strongly marked the system of rulling some special regions. Thus, to rightly understand the organization background of Baekje’s 5Bang System, it can be pointed out that organic review to problems caused in the operation process of dual local ruling system and historical circumstances about the transfer of capital to Woongjin is necessary. As a result, it was found that the organization background of 5Bang System was designed for overcoming the distribution of national power according to co-existence of other system such as 5Boo System and Damro System and directly ruling the whole ruling area and getting over the defense system exposed at the war to Kokuryo in 475. The enforcement period of 5Bang System seems to have been at Woongjin Era before the transfer of capital to Sabi in that Baekje was preparing for transferring a capital to Sabi with a minute plan of constructing Busosansung and Nasung about first half of the 6th century and royal road, 5Boo System was ascertained at Woongjin era. In addition, the analysis of literary data show the process and type the ruling power of central government exercised to newly conquered areas, in other words, since military debouchment, local ruling came to take its firm ground through the full-scale administrative sectionalism. Thus it is thought the enforcement period of 5Bang System might be about the 12th year of King Muryong’s rule (512) to infer the enforcement period of 5Bang System through these historical data. It is found that Baekje more positively promoted Damro System established focused on newly conquered area as more changed and developed local ruling system since King Keunchogo’s southern attack. As a result, in the twelfth year of King Munyong’s rule, unitary local rule called 5Bang System by incorporating indirect ruling area, that is to say, Damro established area. Then it seems the foundation of new development for national development was formed and it was publicly declared to be a strong country again.
