The history of emigration to Kanto (Chien Tao) has been analyzed in a socio-economical lateral point of view. It is to show only a small part of the Japanese colonization era. Even if it is the small part of one period, one cannot help being surprised at how much serious had the Japanese colonization policy been in planning it. Japan, in spite of meeting the continuing threat of the Ching Dynasty, managed to demarcate the frontier between Korea and Manchuria in order to profit for the Ching Dynasty, in payment for a right of railway construction to connect Korea with Manchuria. That is just the frontier that the Korean ancestors had resisted against for about a century. The emigration to Kanto which had caused the over-population of Japan to throw into Korea in the later period of colonization policy, as examined in this article, put to be used as the man-power resources for the cultivation of Manchurian agriculture. As shown by the analysis on the socio-economical condition of emigrants to Kanto, most of the emigrants had been in miserable living conditions from the poor economic capacity. Millets and beans produced by them had been used either as basic materials of Japan industry or as substitute food on the premise of encouraging Korean crops to export to Japan. The Korean emigrants to Kanto, used as a means for carrying out the Japanese colonization policy, had been crually maltreated by the Chinese Authorities around 1928. However, we never forget the fact that a number of Japanese policemen and M.P.’s, then staying at Kanto, had been indifferent to the emigrants all the time.
