시ㆍ도교육감 소속 직속기관 정원관리 실태 분석 및 개선방안

The Actual Condition and Improvement Plan for Regular Personnel Management of the Affiliated Organization to the Educational Superintendents

본 연구는 지방교육행정기관의 조직 운영에 대한 자율성이 높아지는 가운데, 시ㆍ도교육감 소속의 자율설치 기구인 직속기관 조직 및 인력운영에 대한 실태를 조사하고 개선방안을 도출하는데 목적을 두고 수행되었다. 이를 위해 직속기관 연혁, 인력배치 및 관련 현황조사 자료 수집 및 분석, 담당자 면담 등이 실시되었다. 현재 16개 시ㆍ도에 설치된 직속기관은 총219개로서 설치에 대해서는 조례로 정하게 되어 있어 그 종류가 지역별로 매우 상이한 실정이며, 산하기관에 대한 통제가 잘 이루어지지 않아 기구 설치 남설의 우려가 제기되고 있다. 또한 직속기관에 배치된 지방공무원 정원 수와 직급이 지역별로 상이하며, 직속기관은 설치 이후에 교육전문직을 배치하게 되므로 본청과 지역교육청의 교육전문직 부족 현상이 심화될 가능성도 높다. 향후 직속기관의 기능과 역할이 증대될 것이 예상되므로 직속기관 설치와 정원배치 기준에 대해서는 시ㆍ도의 자율권을 부여하는 방향을 지향하되, 직속기관의 설치 시에는 교과부 장관과의 협의 과정을 거치거나 자체 인력배치 계획을 중장기적으로 수립하여 운영해야 할 것이다.

This study was performed with the aim of surveying the actual condition on the organization and the workforce management of the affiliated organization, which is the free-installation organization of belonging to educational superintendents, and of eliciting improvement plans in the middle of getting higher in autonomy on the operation of organization in the provincial educational authority. For this, it was carried out the data collection and analysis on the history of the affiliated organization, staffing & the relevant present-status survey, and the interview with people in charge. The affiliated organization, which are now installed in 16 cities and provinces, are totally 219 pieces. The installation is set for being decided by regulation. Thus, it is the real situation of being very different by region in its kinds. An affiliated organization is not being well controlled. Thus, the installation of organization is expected to be misused. Also, even the regular personnel management of local public servants, who are posted to the direct authority, is different as well by region. The educational supervisor comes to be distributed after installation. Thus, there is high possibility of being deepened the phenomenon of being lacking in the educational supervisors of the head office and the local office of education. Function and role of direct authority is expected to be likely increased in the future. Thus, there will be a need of passing through the negotiating process with the minister of Education & Science Technology given installation of direct authority or of establishing and operating own staffing plan in the medium and long term, with pointing to the direction of giving autonomy of city and province as for the standard for the affiliated organization installation and the regular-personnel distribution.
