Estimating the Cost of Free Education for 5 Year-old Children

이 연구는 만 5세 무상교육의 추가 소요재정을 추정하는 데 목적을 두었다. 이를 위하여 몇가지 전제를 설정하고, 그 전제에 근거하여 실질적인 만 5세 무상교육을 전면 실시하는 방안과 단계적으로 실시하는 방안으로 나누어 소요교육비를 추계하였다. 그 결과 2012년부터 만5세아 무상교육을 전면 실시할 경우 무상교육비용은 5년간 8조 9,684억원의 추가예산이 소요될 것으로 예상되었다. 이는 월 2012년에는 유아당 월 20만원을 지원하여 2016년까지 단계적으로 증액하는 정부안에 비하여 약 2조 8천억원이 추가 소요되는 것이다. 반면 만 5세아 무상교육을 2012년부터 5년간 단계적으로 추진할 경우에는 5년간 총 4조 8,040억원의 추가소요가 발생하여, 정부안보아 1조 4천억원이 적게 소요되는 것으로 나타났다. 정부는 이미 2012년부터 만 5세 무상교육을 전면 실시하되, 지원단가는 단계적으로 높이는 것으로 결정했다. 하지만, 지원하는 규모와 재원 여부에 대해서는 여전히 논란이 적지 않다. 추가소요의 명확한 추정을 통한 지원재원의 명확화가 필요할 것으로 판단된다.

The purpose of this study was to estimate the cost of free education for five year-old children. To accomplish the purpose of the study, current conditions of early childhood education were analyzed and enforcing method of free education for five year old children was divided into launch at one try and enforcement by stages. The cost of free education for five year-old children was estimated by the two methods. The cost of free education for five year-old children at one try was estimated as 8,968.4 billion won for five years. It is required 2,800 billion won more than Government’s plan. On the other hand, the cost of free education for five year-old children by stages was estimated as 4,804 billion won for five years. It is required 1,400 billion won less than Government’s plan. Korean government decided to enforce free education for five year-old children at one try and raise unit cost per child by stage. However, controversies about fiscal scale and revenue sources are not decreased. It is necessary to clear up revenue sources based on the definite estimation of free education for five year-old children.
