인천지역의 산업구조 변화와 고용정책

The Structural Change of Incheon Manufacturing Industry and Policy Implications for Labor Market

본 논문은 인천 지역 산업구조 변화의 특징을 요인분석을 통해 실증적으로 분석하고 이에 대한 고용 정책적 시사점을 도출한다. 통계분석에 따르면 인천지역의 산업구조는 전국적인 산업구조의 변화와는 달리 제조업 분야의 실질생산비중과 고용비중이 모두 감소하고, 제조업과 서비스업 분야에서의 영세성이 더욱 심화되고 있는 것으로 나타났다. 또한 산업구조 변화의 과정에서 새롭게 지역경제의 주력산업으로 그 비중이 증가하는 산업들의 고용탄성계수가 매우 낮은 것으로 나타났으며, 산업구조 변화에 따른 실업의 증가가 단기적으로 경기 변동적 요인에 의해 상쇄되고 있는 것으로 나타났다. 이는 현재 진행되고 있는 인천지역 경제의 산업구조 변화가 고용창출효과가 크지 않으며 고용이 경기변동에 매우 의존적인 산업구조로 변화하고 있는 것으로, 심각한 구조적 실업의 가능성이 존재함을 의미한다.

This Paper studies the undergoing structural change of Incheon manufacturing industry and the associated policy implications for the regional labor market. The statistical analysis shows that the industrial structure of Incheon manufacturing has been changed into the way of ‘industrial hollowing-out.’ rather than ‘deindustrialization.’ The share of real output and employment of manufacturing both have been decreased, and the average size and productivity of small-medium firms have been worsen during last two decades. The empirical analysis also shows that the employment elasticity of main industries, which are leading the regional economic growth is too low to recover the unemployment problems and implies that the unemployment should be considered as a structural unemployment problem. This paper provides a couple of policy suggestions.
