A Study on the Factors Determining Empolyment Status of Person with Disabilities

장애인의 고실업ㆍ저임금문제는 사회적으로 큰 이슈로 떠오르고 있다. 또한 증가하는 장애인구와 이에 대한 법적ㆍ제도적 정책의 미비를 고려할 때 장애인에 대한 잠재적 문제성은 더욱 커질 것으로 예상된다. 이에 본 연구에 서는 한국장애인고용촉진공단 고용개발원의 「2008년 장애인고용패널조사」 자료를 사용하여 장애인의 취업 및 취업형태의 결정요인을 실증분석하였으며 이를 토대로 정책적 제언을 하였다. 분석결과 다음과 같은 함의를 얻을 수 있었다. 첫째, 여성장애인의 경우 남성장애인에 비해 취업확률이 낮은 것으로 나타났다. 둘째, 거주지역이 장애인의 취업에 영향을 미치는 것으로 나타났는데, 기타시도에 거주하는 장애인이 수도권 및 광역시도에 거주하는 장애인보다 취업확률이 높은 것으로 나타났다. 셋째, 장애인의 건강상태가 좋을수록 장애정도가 낮을수록 취업확률을 높이는 것으로 나타났다. 넷째, 장애인의 취업에 영향을 미치는 인적자본 요인의 경우 장애인의 취업결정요인에는 큰 영향을 미치지 않는 것으로 나타났으나 취업형태결정요인에는 영향을 미치는 것으로 나타났다. 마지막으로 장애인의 장애관련 요인의 경우 장애인의 취업 및 취업형태결정요인에 가장 주요한 영향을 미치는 것으로 나타났다.

This study is to analyze factors determining employment and employment status of person with disabilities utilizing a data set of from 2008 Panel Survey of Employment for the Disabled by KRIVET(Korea Research Institute for Vocational Education and Training). To analyze explanatory variables of employment and employment status of persons with disabilities using Logit model and Multinomial Logit model. The first major implication from analysis is that explanatory variables of employment and employment status for men and women with disabilities are quite different. So vacational rehabilitation program was needed to women with disabilities. Secondly investing in human capital such as license, employment service are successful on increasing paid-worker employment. But education does not have explanatory power on possibility of employment and employment status of persons with disabilities.
