THE FTA BETWEEN KOREA AND TURKEY

한국-터키FTA를 통한 물류 활성화 기회

본 논문은 최근 협상중인 한국-터키간의 자유무역협정 에 대해 케이스 스터디 방법으로 고찰하여 물류활성화의 기회가 될 만 한 점을 찾아보았다. 한국-터키간의FTA는 한국이 자유무역협정 대상국을경제적 또는 정치적 이유만이 아닌 전략적·지리적 요충지라는 이유로 선택한 좋은 예로 들 수 있다. 한국은 물론 많은 나라들이 터키가 전략적·지리적 요충지라고 관심을 보이지만 한국이 터키를 자유무역협정 대상국으로 선택한 세세한 원인이나 설명은 제시된바가 없다.본 논문의 목적은 터키가 전략적·지리적 요충지라는 것을 검증함과동시에 이 협정을 통해 한국이 터키에 물류허브를 구축할 수 있는지에 대해 고찰하였다. 연구자료 분석에 따르면 터키의 지리적 환경이나 현재 터키에서활성화 되고 있는 물류사업과 교통수송의 발전은 한국이 터키에 물류허브를 구축하는것이 옳다는 것을 입증시켜주었다. 단기적인 목적으로는 새로운 물류센터 구축 및 기존에 있는 물류센터들을 터키사람들과 합작 투자하여 첫 사업에 대한 위험수위를 낮추는 동시에 터키시장 안에 한국 물류사업의 첫발을 들여놓을 수 있게 하는 것이다. 장기적인 면에서는 한국 상품의 생산 공장을 설립하여 상품유통을 위한 지역적 물류센터 및 물류허브 등을 독자적이나 합작 투자하여 설립하여 공급망 구축을 통해 터키와 근접한 나라들로 확장해 나가는 것이다.

This case study explored the current movement of Free Trade Agreement between Korea and Turkey. The recent FTA negotiations between Korea and Turkey are a good example of Korea choosing a FTA partner country based on its geographical importance. Although Korea and many other countries clearly express the importance of Turkey’s geographic location, but no clarifications or strategic plans were available to support the Korea’s decisionto choose Turkey as its FTA partner. The paper attempted to examine the geographic importance of Turkey, and recommend and support the idea of using Turkey as a logistics hub in the region. The analyses indicate that Korea should seriously consider using Turkey as its logistics hub because of its location and the current logistics and transportation activities in Turkey. Simply initiating and developing logistics centers or exploiting and improving the existing Turkish logistics centers as a joint venture would be the suitable and practical short term objectives for Korean business. This strategy would minimize the risks yet having a foot in the Turkish logistics market. Developing manufacturing plants, regional logistics headquarters or Offices, and joint ventures with Turkish logistics businesses, and expand to other neighboring countries or regions would be the long-term strategic goals for Korean business. Therefore, theFTA between Korea and Turkey can easily provide Korea with a great logistics opportunity that would result in great economic benefits in the future.
