Social Welfare Implications of Income Transfer Payments

본고에서는 지니계수와 사회후생지수 분석을 통하여 1998년에서 2007년 기간 동안 국민기초생활보장급여, 노령연금, 실업급여, 산재급여등 우리나라 이전지출의 불평등도 개선효과와 사회후생개선효과를 추정하였다. 동기간 동안 급여지출액 만원당 소득재분배효과와 사회후생효과는 모든 연령그룹에서 전체 이전지출과 개별 이전지출의 효과가 감소하는 추세에 있는 것으로 나타나고 있다. 금융위기 극복이후인 2002년 이후에는 이러한 감소추세가 더욱 확연히 드러나고 있다. 급여지출액 만원당 소득재분배효과와 사회후생효과는 전 연령그룹에 걸쳐, 국민기초생활보장급여와 산재급여의 효과가 노령연금, 실업급여 및 전체 이전지출의 효과보다 크게 나타나고 있다. 이전지출의 소득재분배효과와 사회후생효과를 비교해보면, 10년간의 추이는 대부분의 경우 유사하게 나타나고 있으나, 효과의 크기면에서는 사회후생수준의 변화율이 전반적으로 소득재분배효과보다 더 크게 나타나고 있다. 개인 간 효용(interpersonal utility)이 사회후생함수에 반영된 사회후생지수의 경우는 그렇지 않은 다른 사회후생지수에 비해 사회후생효과의 크기가 높게 나타났다. 즉, 다른 구성원의 소득분포에 대한 효용을 보다 명시적으로 고려하는 경우 사회후생효과는 더 높게 나타남을 알 수 있다. 이는 소득재분배효과를 분석하여 이전지출의 편익을 살펴볼 경우 전반적인 사회후생수준에 미치는 이전지출의 실질적 편익에 비해 편익의 과소추정 가능성이 있음을 시사하고 있다.

The paper examines the effect of income transfer payments on social welfare as well as on income redistribution, for the period of 1998 to 2007. The percentage changes in Gini coefficient and the level of social welfare, per ten thousand won, showed decreasing trends for all age groups. Theses decreasing trends are more obvious after economic crisis, 2002. These effects are larger for the National Basic Livelihood Security System (NBLSS) and workers’ compensation in all age groups. In general, the patterns of the percentage changes in Gini coefficient and social welfare indexes for the period of 1998 to 2007 are similar. However, the size of such effects differs. The changes in social welfare index showed greater value than for those of Gini coefficient. It implies that the benefit aspects of income transfer payments is possible to be underestimated when estimated with redistribution effect alone. Normative measures such as social welfare implications need to be considered as well as redistribution effect, especially with social welfare function which explicitly reflects interpersonal utility.
