‘자유’를 둘러싼 기본소득(Basic Income) 구상의 제도적 이행방향에 관한 연구

A Study on the Implementation of Institutional Direction of the Basic Income for Freedom

본 연구는 기본소득 구상에 있어서의 자유를 둘러싼 논의들을 고찰하고 기본소득의 제도화 가능성과 방향을 논의하는 것이 목적이다. 기본소득은 소극적ㆍ적극적 자유를 넘어서 형식적 자유가 아닌, 원할 수도 있는 것은 무엇이든 할 수 있는 실질적 자유를 지향한다. 복지국가의 기능저하에 따른 개혁원리로서 워크페어와 달리 무조건적인 소득보장을 수단으로 삼아 모든 개인에게 실질적 자유를 보장하고자 한다. 본 연구는 기본소득 제도화를 위해서 기술적ㆍ경제적ㆍ정치적 차원에서의 중요 요인과 메커니즘과 관련된 기존 논의들을 기반으로 그 이행방향을 고찰하였다. 기술적 차원의 이행 방향으로는 급부수준은 최저생계비 기준, 수급자격은 재분배 효과가 높은 특정 계층부터 점진적으로 이행하는 방향이다. 경제적 차원의 이행방향은 재정확보 수단으로서 불로소득에 대한 고율의 과세와 근로소득, 정치적 차원의 이행방향은 치환, 다층화, 전용이다.

The purpose of this study is to discuss the direction of the institutionalization of a basic income. The freedom of a basic income allows one to do whatever one might want to do. As an unconditional guaranteed income, virtually everyone is guaranteed freedom. We use primary income to examine the technical, political, and economic factors. We also investigated the direction of the system implementation for two reasons. First, the direction of technical implementation is the provision of a minimum living level and a particular demographic layer (disabled and elderly). Second, income tax, including a high rate of tax imposed on unearned income is the direction of economic implementation. Third, the direction of a political transition is substitution, multi-layer, conversion.
