Issues and Reform Measures of Public Fund System

The purpose of this paper is to address issues concerning roles and functions of public fund system and make an overall recommendation for reforms. Public fund system has rapidly grown in recent years and played an important role in national economy. Consequently it is beset by several problems which include complication of government budgetary accounts, inefficient management of government fiscal fund, lack of rules regulating fund operation, difficulties in performing adequate fiscal and monetary policy due to huge deficit in fund accounts. Reform proposals for more effcient fund management can be summarized as follows: to enhance the functions of Fund Management Law; to improve the coordination between budget authorities and fund management agencies; to rationalize the dual structure of government and private fund system: to strengthen consolidated fund operation and control.
