Preparation of the 1991 Central Government budget in Korea: What are the Real Issues?

The general account budget of the central government in Korea amounted to 27,183 billion won and the special account budget 13,592 billion won in 1991. It means that the 1991 budget increased so rapidly. The government insists its necessity of enlarging budget size in order to strengthen fiscal functions and to support local government finance, while many criticize that such enlargement of the budget will destabilize the economy through inflation. There is no doubt that the fiscal functions in Korea should be reinforced much strongly during 1990s. The question IS how to develop the proper methods of optimizing government budget fitting with the national consensus. This is one of the most important policy issues in Korea at this time.
