The Effect of Goverment Procurement Market Opening on the Domestic Industry Activity

Korea joined in Agreement on Government Procurement in 1993. According to this Agreement, government procurement market of Korea will be opened in 1997. Therefore it is expected that domestic industry activity will be effected and firms of Korea can enter procurement markets of other countries. In this paper, we analyze the effect of government procurement market opening on domestic industry activity of Korea. In addition to this analysis, we explore the possibility that firms of Korea may enter procurement markets of other countries. For the analysis, we use input-output table of Korea in 1990, data on the share of Korea in world market, data on indices of specialization in trade. According to this analysis, the estimate amount of loss in domestic industry activity is 488 billion won. In product categories, the estimate amount of loss is large in power generating machicery, electric machinery, specialize machinary etc. If firms of Korea enter procurement markets of other countries, the amount of benefit is estimated 674 billion won that is larger than estimate amount of loss 10 domestic industry activity. In particular, the estimate amount of benefit is large in office appliances, specialize machinery, iron and steel products .electric machinery. To mazimize the net benefit of government procurement market opening, effort of firms are required, above all. Besides, government should support firms indirectly by offers of infomation about forigen procurement market etc.
