Policy Suggestions on the Fundamental Economic Reform Programs for North Korea’s Transition toward Market Economy When Unified: With an Emphasis on the so-called SSM-Privatization Policy

A privatization model for North Korea when unified is developed in this paper. The model is called “the SSM privatization policy”, which is expected to playa crucial role for North Korea’s successful transition to a market economy. The SSM privatization policy means that three kinds of privatization certificates will have to be given to North Koreans. They are “the Standard Land Share Certificate(SLS)” for cultivating farmers, “the Standard Housing Share Certificate(SHS)” for those who still live in North Korea after unification and “the Master Privatization Share Certificate(MPS)” for workers. It helps establish an economic incentive system through mass ownership and participatory administration. It improves not only economic efficiency and equality during privatization process, but also inhances social welfare by restoring the deprived human right.
