The Feasibility Reevaluation of Korea High Speed Railroad Project

This paper represents the results of the feasibility restudy of Seoul-Pusan highspeed railraod project, which was revaluated by the civilian exeprt group in 1998. The authors actually participated in that expert group and summarized in this paper how the feasibility restudy was conducted and what they felt in the process of their work. This paper concludes that, according to the restudy results, the expert group found the best policy alternative for the Seoul-Pusan highspeed railroad project would be to divide the construction period into two stages, i.e. the construction of Seoul-Taejon section as 1st stage by 2003 (or 2004) and the completion of the remaining Taejon-Pusan section as 2nd stage by 2012. Meanwhile, the current Taegjon-Pusan section must be electrified by 2004 so that TGV train can run throughout the whole section from 2004.
