While distributional consideration is one of important elements in evaluating the effectiveness of public housing policies, most of the existing analyses have been focused on the efficiency aspect by comparing public housing provision costs with tenant benefits. In this paper, benefit distribution among public housing tenants is modeled and empirically estimated using a sample of households lived in Seoul. Estimation results show that vertical equity is not well achieved in current public housing programs; higher income tenants get more benefits than do lower income tenants. The main reason for this is that current tenant qualification requirements and rent payment formula are not income conditioned but just designed by household types. Introduction of income conditioning is essential to improve distributional consequences of current public housing programs.
