A Study on the Renovation for the Efficiency Enhancement of the Government Budget Disbursement System of Korea

This research is to suggest some ideas of a plan to renovate and thus to enhance the efficiency of the present budget disbursement system of the Government of the Republic of Korea. 1. The introduction of a performance budget system must be preceded by a reform of both the administrative system and the financial system of the Government. And this reform should be initiated by checking and reevaluating, in an overall fashion, the systems and regulations concerning all the services the Government currently provides. 2. Various loans and funds currently run by the Government must either be abolished or put together so that they could help make easier the capital circulation. rather than interest subsidy for small businesses. 3. More of government-owned public enterprises must be turned to private enterprises. 4. The present earmarked tax system needs to be abolished to remove the waste and inefficiency of the budget expenditure. 5. The present intergovernmental fiscal transfer system is divided into the local shared tax, the local transfer tax, the national subsidies. And it could hopefully be unified into the local shared tax in the near future. 6. To stabilize the macro economy of the nation, public expenditure must be executed in a way that could serve as a means to arbitrate the national financial state. 7. Those expenses, unlisted or hidden, must be specified in the process of the budget planning.
