This study deals with the efficient financial management of government through public-choice theory, which is called “Neue Politische Ökonomie” in Germany. It is focused on the following contents. First, choice of institution depends on the self-interest and his opportunity cost. Second, an institution is chosen from various kinds of institutions. It is suggested to change the system. The result show that economic efficiency increased under the condition of democracy in public finance. This interrelationship based on the rational-choice model, which analyze the process of the fiscal policy.
