시군 재정지출구조의 분석

A Cross-Section Analysis on the Determinants of Korean Local Government (Si-Gun) Expenditures by Size of Population

본 논문에서는 지방정부의 지출과 인구규모와의 관계를 조사한다. 여기서 우리는 한국 지방정부(시ㆍ군)의 지출은 단기적으로 일정하다고 가정한다. 우리는 1999년도의 자료를 가지고 1인당 총지출과 항목별 지출을 인구규모에 따라 분석한다. 그 분석결과는 시ㆍ군의 인구규모가 1인당 시ㆍ군의 지출을 결정한다는 것을 보여 주고 있다. 인구규모가 클수록 1인당 총지출과 항목별 지출은 점점 작아지는 경향이 있다. 지방정부(시ㆍ군)지출의 선택된 결정요인들의 분석에서 (인구규모가) 작은 시ㆍ군은 비용을 발생시키는 지리적으로 특수한 행정사무를 수행하거나 단지 지출규모만을 크게 하는 상급정부의 과제수행을 대행하고 있다는 것을 알게 되었다. 그 밖에 재정지출을 증가시키는 중요한 다른 원인은 기본재정수요를 측정하는 시스템에서 비롯되고 있다.

This paper investigates the relationship between Korean local government (Si-Gun) expenditures and the size of local population. We assume that the structure of local government (Si-Gun) expenditures is constant in the short run. Using cross-section data in 1999, we analyze the amount of expenditures per capita and the itemized expenditures per capita by the size of Si-Gun‘s population. The results of statistical analysis show that the size of Si-Gun‘s population determines the size of Si-Gun‘s expenditures per capita and there is a tendency that the larger the size of population is, the smaller the amount of expenditures per capita is and the smaller the itemized expenditures per capita are. By the analysis on the selected determinants of local government expenditures, it is pointed out that the small cites and counties (Si-Gun) must perform the geographically specialized administrative affairs incurring costs and take on a task of higher government raising only the volume of local government expenditures. Moreover, another major factor of Si-Gun‘s expenditure growth is found to be due to the measurement system of a basic demand of public expenditures.
