북한 급변사태 시 한미공조의 방향

Coping with the North Korean Contingency: Directions for ROK-U.S. Cooperation

미국은 일단 북한의 급변사태 발생을 한미동맹의 최종 목표 달성(한국 주도의 한반도 통일)의 기회로 삼아야 한다는 점을 우선적 고려사항으로 상정하고 있다.그러나 북한의 급변사태가 미국의 이익을 근본적으로 침해하는 방향으로 전개되지 않는 이상 미국은 ‘현상유지’쪽으로 기울 가능성을 배제할 수 없다. 북한 급변사태 시 미국의 개입 양태 역시 군사적 직접개입과 정치적 간접개입으로 나눌 수 있다. 북한 내 혼란 상황이 전국적 규모로 확대되는 상황에서 미국은 우선 한국 및 일본 등 동맹국의 지원을 바탕으로 군사적 직접개입을 단행할 수 있고, 이 점이 여의치 않을 경우 북한 문제를 유엔으로 가지고 가 관련국들의 외교 및 경제적 조치를 촉구하는 정치적 간접개입을 취할 수 있다. 북한 급변사태에 대응하는데 있어서 한미양국은 우선 한미일 공조 틀 속에서 협력해 나가는 것이 필수적이다. 북한 내 질서회복을 위해 평화유지활동을 활용하는 방안을 모색하는 것이 바람직할 것이다. 유엔을 중심으로 한 해법이 중국이나 러시아의 반대에 막혀 실현을 보지 못할 경우에 대비해 유엔 틀을 벗어난 다국적 평화유지군을 구성하는 것도 대안으로 고려할 필요가 있다. 어떠한 상황에서도 한국은 급변사태를 통일로 연결시킨다는 각오로 임해야만 미국의 협조를 얻어낼 수 있고, 미국과 중국이 한반도 현상유지 쪽으로 움직이는 것을 방지할 수 있다. 아울러 한미양국은 중국과 러시아에 대해 한반도 통일이 한반도 불안정의 근본적 원인을 제거하는 것이며, 이는 한반도 평화와 안정 유지에 유리하다는 점을 지속적으로 강조해 나가야 한다.

The United States gives the first priority to taking the North Korean contingency as an opportunity to achieve the end state of the ROK-U.S. alliance which is the Korean unification. It is hard to deny the possibility, however, that the U.S. will move toward the direction of maintaining the status-quo on the Korean peninsula unless the North Korean contingency unfolds to seriously damage U.S. interests on the Korean peninsula. When the U.S. decides to intervene, its types of intervention could take the form of either direct military or indirect political intervention. This means the U.S. could intervene militarily with the support from allies such as ROK and Japan. Otherwise, the U.S. will explore indirect intervention by bringing the North Korean issue to the United Nations where it will request the concerned parties to take diplomatic and economic measures. In coping with the North Korean contingency, ROK and the Untied States must cooperate with each other within the context of ROK-Japan-U.S. trilateral coordination. It would be desirable to restore order and stability within North Korea through peace-keeping operations. ROK and the United States could explore multi-national peace-keeping operations when the U.N.-centered approach is resisted by China and Russia. Under any circumstances, ROK should be determined to transform the situation to the Korean unification, which would induce U.S. support and cooperation, thereby preventing the U.S. and China from “conspiring” to maintain the status-quo on the peninsula. In addition, ROK and the United States should continue to convince China and Russia with the rational that the Korean unification will eliminate fundamental cause of Korean instabilities and it will promote peace and stability on the Korean peninsula.
