An Analysis of the Degree of Inequity in the Consumption Expenditures on Culture and Arts among Income-Classes and Its Policy Implications

In Korea even though income and education levels along with accompanying leisure activities have become higher thanks to the rapid economic growth, social welfare level in culture and arts sector still lags behind. The purpose of this study is to suggest the rationality of public supports for culture and arts sector and empirically analyze the support policies by equity criteria. According to the Lorenz curve and Gini index calculated for the consumption expenditures on culture and arts among income-classes the degree of inequity exceeds the Gini index of income distribution. In light of this result, government must direct fund from the upper income classes to the lower classes to increase accessibility to culture and arts programs.
