We develop a new model for diagnosing the financial structure and status of local government. The main idea is to assign more role to the stock index in measuring the composite index. The empircal results show that the seven stock indices out of eleven are statistically significant in regression analysis. A cluster analysis is employed to check a possibility of the specification error, the result of which supports our methodology. It looks that the new index outperforms the old one. It may be werthwhile to tind more appropriate variables for the stock indices.
