This paper uses the OLS and 3SLS technique on cross section data in order to study the effect of various economic and social factors that determine economic growth and corruption. According to the analysis, corruption, as measured by the Transparency International, reduces growth rate and, unlike other studies, the result is robust, i.e., the estimated coefficient does not depend on other variables included. Inaddition, the uncertainty of corrupt behaviour further lowers the growth rate. This paper explicitly considers what determines the corruption level. Especially, the estimation includes the relative pay of government officials. This variable, unlike other studies’ average wage, reflects personal characteristics and other benefits. The result indicates that the corruption increases as the relative pay falls down. Other factors that affect corruption are openness, government crisis and income level. In addition, as the government consumption rises, the corruption level also increases. This may be interpreted as the evidence for the relative transparency of budget and tax policy, compared to the government regulation.
