일본 항만환경관리의 변천과 과제

The History and Issues of Port Environment Management in Japan

1973년부터 항만환경문제가 대두되면서 일본항구의 대부분은 생산성과 환경보호에서 상당한 개선이 있었다. 그러나 일본은 심각한 문제로서 일본항만의 생산성저하에 따른 글로벌경쟁에 직면하였다. 일본은 항만정책으로서 선택과 집중의 논리에 의한 하이퍼중추항만으로 알려져 있는 국제전략항만의 건설정책을 추진하고 있다. 따라서 본 논문에서는 일본에서 항만개발과 환경보호의 관계를 살펴보기 위하여 일본의 항만정책의 변천과 항만환경이 다루어진다. 지구온난화와 연계된 항만환경문제는 장래에 반드시 해결되어야 할 문제이다. 따라서 본 논문의 연구목적은 항만개발과 항만의 환경보존을 조화롭게 하는 대책을 강구하는데 기여하는 것이다.

Most of ports in Japan made substantial improvements in productivity and environmental protection since there are harbor environmental issues from 1973. However, Japan has faced global competition among main competitive ports owing to the low productivity in the Japanese harbor as a big problem. Japan has promoted, as harbor policy, international strategic harbor construction policy, that is to say, the hyper center harbor by the logic of choice and concentration. Therefore this paper deals with the history of port policies in Japan and the harbor environment to look into the relations with port development and environment protection in Japan. Port environmental issues related to current global warming is a problem to be solved in the future. Accordingly, the purpose of this paper is to contribute to taking measures to balance the port development and environmental protection in the port.
