An efficacy reconsideration of utilizing native English assistant teachers

The purpose of this study is to increase the efficiency of utilizing native English assistant teachers. To this end, the study takes analytical approaches to cast macro-level policy suggestions based on the analysis results. A meta-study is used to investigate the effects of team teaching with native English teachers on students’ communicative competence and affective domain. Educational policy letters and statistics are quoted to contextualize the analysis. Two policy proposals are born to enhance the hire and maintenance practices of native English assistant teachers: (1) Native English assistant teachers are divided into different levels according to their merits, and the necessary rules and conditions should be set for a long-term hire of qualified and skilled native English assistant teachers. (2) To avoid adverse effects in the educational system a long-term road map is presented for replacing native English assistant teachers by Korean English teachers with required English proficiency. Excellent Korean English teachers become increasingly more in service through graded and systematic training courses, and many of them are ready to replace the native English assistant teachers. Korean English teachers should also continue improving their expertise by taking sabbatical system as an opportunity of self development and training. Through this institutional strategy, it is expected that professional native English assistant teachers and Korean English teachers gradually take over English education and make it more effective.
