The purpose of this study is to point out the improperness of the BAI’s informations about the results after auditing and inspecting to the Ulsan Port Authority and Korea Container Terminal Authority. After auditing and inspecting to the Ulsan Port Authority and Korea Container Terminal Authority, the Board of Audit and Inspection of Korea(BAI) advised to the Ministry of Land, Transport and Maritime Affairs(MLTM) that you had better unify individual port authority than maintain present system because of government’s expenditure reduction.. And MLTM request to the third party to examine the suitability of present system. At present, each port authority located in Busan, Incheon, Ulsan and Yoesu-Gwangyang port. Port authority is the most desirable port management and operating system under the fastly changing circumstances. Individual port authority could make a proper plan and carry out the most suitable policies for province or city surrounding the port authority. Furthermore port authority established in each port has many another good characteristics. For example, port authority takes a independent profit system and port committee including area’s specialist having informations and interest about port and logistics. But the unified port authority could not do that like individual port authority. So it is difficult for individual port authority and the province and city concerned to accept the BAI’s information. So MLTM have to decide prudently whether they unify the individual port authority or maintain the present system.
