Since the terrorist attacks on September 11, 2001 in U.S.A., there have been a number of initiatives taken by WCO member administrations to enhance the security and facilitation of the supply chain. In the midst of the initiatives, Customs-Trade partnership program, AEO program, has been introduced and implemented in the developed countries. It is necessary that a AEO program is recognized by another Customs administrations to better secure and facilitate global trade. Mutual recognition agreements(MRAs) have some obstacles, i.e. discordance of AEO programs, absence of standardized MRA model, limitation of transmitting data related AEO, discordance of protection policies of transmitting data etc. In order to overcome such obstacles and promote MRAs effectively, it is essential that each Customs administrations follow the AEO standards in WCO SAFE Framework, and that each Customs administrations and/or WCO develop the standardized MRAs model and arrange the standardized data set which are transmitted to other Customs administration.
