A Study on Policy of Foreign Mission and its Change―Focused on Major Denomination

This paper is to study the policy of foreign mission and its change in major Denomination. Mission policies, which have always discussed to work effectively on the spot of mission, are necessary to make the effective result of mission and find the objects of mission effectively in the places for mission. However, the mission policies are influenced by the faith confession and theological thoughts in each Denomination(churches or mission bodies). Each Denomination’s theology suggests the frame and direction of mission, but also it makes mission policy and strategy to be ruined on the spot of mission. Because of this, mission policies that both mission theology and mission spot are considered at the same time are requested. Therefore, to study mission policies considering all the different spots of mission is impossible, and this paper is studied focused on mission policies of major Denomination. First, the important issue in mission policies is how to use the phraseology about mission policy, strategy & tactics according to its limit and clearness. In fact, the phraseology, mission policy, is different from mission strategy, but both of them are sometimes used as the same meaning. So, understanding mission policy and strategy geographically, it is universal to understand mission theology as mission policy, mission policy as mission strategy, and mission strategy as mission tactics. Because all the mission policies and strategies are based on it, its elements are mutual and are connected together. Second, is it possible that we have a specific mission strategy? The answer of this question can be different. As the strategy is recognized as intentional and artificial act by people, we say that we could not plan a mission strategy. But it is because we can say that there is one if we follow the teachings and guidance of Holy Spirit and choose adaptable ways. Lastly, it is who the main agent will be for the execution of mission policies and their evaluation. Those who work concretely on the spot of mission are missionaries. However, they do not beyond the role of an agency who plans mission policies and sets their direction. Accordingly, the way to evaluate missionaries’ works in several different ways should be made. Each Denomination executes the mission policy that its theology is applied. Presbyterian Church(Tonghab) aims for ecumenical cooperation mission through comprehensive foreign cooperation. Presbyterian Church(Gijang) keeps cooperation with ecumenical theology clearly. So it regards cooperation mission with the foreign churches as the first policy of mission. Methodist Church(Gigam) aims for the holistic, spot-oriented and cooperative mission based on ‘missio Dei’. Holy Church(Gisung), whose origin is from the orient mission, keeps its passion to mission applied to mission theology of evangelism. In conclusion, each Denomination reflects its theology to the mission policy. However, the theological characteristics of each Denomination can be not only the advantages for mission, but also the limit. So, to execute missionary duty rightly, there should be the lasting effort and theological introspection to overcome the limit through cooperation with every Denomination.
