장애등급의 문제를 넘어서

Beyond the Issue of Grading Disability - Defining, Classifying, and Measuring Disability -

본 연구의 목적은 장애의 정의ㆍ분류ㆍ측정에 있어서 그간의 문제점을 살펴보고 한국의 장애정의에 대한 개선 방향을 제안하는 것이다. 이를 위하여 본 연구에서는 먼저 개념적 틀(의학적 접근법, 기능적 제한 접근법, 사회정치적 접근법)을 제시하고, 이 틀에 따라 유엔, 국제장애인연맹, 미국, 한국에서의 장애의 정의를 검토하였다. 그 결과, 특히 한국에는 장애등급제의 개선이나 폐지를 넘어서 장애 정의에서부터 개정할 여지가 많은 것으로 생각된다. 이에 한국의 현행 장애정의가 사회정치적 접근법에 근거하도록 또는 적어도 장애 정의에 사회정치적 접근법의 요소가 가미되어 나머지 두 접근법과 통합되도록 관련법을 개정하는 것이 필요하다.

The purpose of the current study was to examine problems in defining, classifying, and measuring disability and to make suggestions for improving definitions of disability in Korea. For the purpose, the study presented conceptual frameworks (medical approach, functional limitations approach, and sociopolitical approach), and under these frameworks, it reviewed definitions of disability in the United Nations, Disabled People’s International, the United States, and Korea. The findings suggest that Korea, in particular, has plenty of room for revision in its definitions of disability beyond the improvement or abolition of the disability grading system. Thus, the relevant laws need to be revised, to allow existing definitions of disability in Korea to be based on the sociopolitical approach, or at least to allow these definitions to be leavened with the sociopolitical approach, which eventually integrates with the other two approaches.
