High rate of youth unemploymet continues, while most of Small and Medium Businesses(SMBs) are looking for personnel to work. Manpower Supporting Act for SMBs was enacted in 1993 to solve two problems, youth unemployment and difficulty to obtain personnel. Manpower Supporting Act for SMBs was proposed by lawmakers and got through public hearing. Manpower Supporting Act for SMBs was enacted for 3 necessities; to guarantee the rights of workers, to systematically organize the existing policy measures, to improve the business conditions of SMBs. The main ideas of the Manpower Supporting Act for SMBs are the establishing a comprehensive plans for personnel, the facilitation of personnel supply and demand, the advancement of personnel structures, and the creation of environment for personnel entering. There have been a couple of amendments after enactment of the Manpower Supporting Act for SMBs. In 2005 amendment, measures to facilitate long service in SMBs are newly introduced. In 2007 amendment, the way to perform comprehensive plans for personnel is partly revised. In 2009 amendment, exceptions for laboratory institutions and university personnel are newly introduced.
