1. CONTENTS (1) RESEARCH OBJECTIVES This paper is empirical analysis a large housing land development district substantiate the effectiveness of New Transportation Systems, and sharing resources for efficient local government, central government and the project operator will be sought between the roles. (2) RESEARCH METHOD We introduce each type of New Transportation Systems and Additive Logistic Model, taking advantage of social benefits by reducing traffic congestion and analyzed. To do this, Korea Energy Management Corporation(KEMCO) using a carbon-neutral program to calculate the carbon reduction minutes. In addition, the estimated cost of introducing new transport system by setting the three different alternatives for each cost was calculated, this applies when the plan was discussed sharing available resources. (3) RESEARCH FINDINGS Introduction of New Transportation Systems, traffic congestion along the existing 10% can reduce carbon emissions are reduced by approximately 10% were analyzed. Which have the such effects, despite the vast resources appear to take sufficient funding for this plan was not discussed so far. 2. RESULTS We suggested the financing division of three kinds of alternatives. First, local government and central government, project implementation and related-party committee of experts is the construction method. The Council for the new transportation system operations and earnings management has the right of all adjustments. Second, the introduction of new transportation system for the first investment project operator, and then can be recovered until the borrower is the way the cost. Finally, it can be considered Capital Budget System, that long-term revenue funding from local governments to consider the financing system adopted in the short term and long-term and over the way funding is proposed to enforce.
