The essay examines the ongoing controversy between the Catholic Church and the Philippine State on the proposed legislation in the Philippine bicameral legislature regarding reproductive health. It begins with a historical introduction of their skirmishes from the late 1960s when the government sought to formulate a national population policy. Then the present conflict is discussed in terms of the following: (a) the battle lines along substantive issues directly related to life such as the beginning of human life or the different technologies for preventing conception, (b) the reactions from those not part of the church and state bureaucracies such as lay groups like Couples for Christ or non‐.governmental organizations like Gabriela, and (c) the collateral damage or cost to the Church as an institution in terms of its unity and credibility.
