A Study on the Rules of Origin and Certificate of Origin in Korea-EU FTA

This paper aims to analyse the rules of origin and criteria of the determination of origin in Korea-EU FTA and give some suggestions to the companies exporting toward EU region. Korea-EU FTA introduced the approved exporter system and autonomous certification system to simplify the issue of certificate of origion. And also, the indirect verificaton of origin and joint origin verification system between two parties were brought in to put teeth in implementation of Korea-EU FTA agreement. It is necessary to take the certificate of the approved exporter for the companies which is going to export toward the EU countries. Exporting companies need to make task force team to meet Korea-EU FTA agreement efficiently and develop the business models to fill the origin criteria of it. They also have to enroll the approved exporter to the customs to export toward EU region. It is convenient for them to utilize FTA-PASS system to manage the origin informations efficiently. Finally, government needs to build FTA centers to support exporting enterprises by region and inform them how to use FTA and develop business models to fill origin criteria. It will also be helpful for the government to build up FTA experts and have them counsel the exporting companies. These all efforts will result in the maximization of exporting firms’ benefits in the end.
