학습자 수준에서의 성인문해교육지원사업의 성과

A Study on the performance of the National Project for Adult Literacy at the level of learners

본 연구는 2006년부터 2010년까지 5년 동안 국가가 평생교육진흥원을 통해 추진하였던 ‘성인 문해교육지원사업’의 성과를 학습자 수준에서 분석하는 것을 목적으로 하고 있다. 이를 위해서 본 연구에서는 투입, 과정, 결과의 영역에서 성과지표를 추출하고 이 지표를 실증적으로 확인할 수 있는 자료를 수집한 후 분석을 실시하였다. 투입 영역에서는 참여 학습자 특성을 살펴보았고, 과정 영역에서는 학습자 참여 동기, 참여 경로 및 장애요소를, 그리고 결과 및 성과 영역에서는 참여 학습자 문해력, 학습자의 사업 만족도 및 학습성과 만족도를 분석하였다. 분석 결과 본 사업의 주된 목적이라고 할 수 있는 국민들의 문해력 향상에 의미 있는 성과가 나타난 것으로 분석되었다. 그러나 동시에 사업 투입 단계에서의 ‘투입 요소의 확장과 다양화’, 과정 단계에서의 ‘학습과정의 특성화’, 성과 및 결과 단계에서의 ‘문해교육의 전문화 및 학습 환경 개선’의 노력이 요청되고 있었다. 이점에서 지난 5년이 문해교육에 대한 국가적 책임을 다하기 위한 첫걸음이자 문해교육에 대한 최소의 지원을 확대해온 시기였다면, 향후의 시기는 문해교육의 양적인 지원을 확대하는 동시에 다양한 학습자의 요구와 상황을 고려한 문해교육의 질 제고를 위한 시기라고할 수 있다.

This study has aims to analyze performances of the national project for promoting adult literacy carried for five years, from 2006 to 2010, by National Institute of Lifelong Education. For this study, we extracted performance indicators at the level of learners in all phrases of this project, collected empirical data and analyse them. We divided these phases into three parts, that is to say, input, process and output and outcome. We investigated learners’ characteristics in the first phase, and analysed learners’ motives, paths to learn, and obstacles for learning in second phase. And finally, we analysed literate power of learners and the level of learners’ satisfaction on this project and learning performance in the third phase. A meaningful performance could be shown in this project, which is the main purpose of this project. However more efforts are requested such as ‘expansion and diversification of inputs’, ‘characterization of the learning process’, and ‘specialization of literacy program and improvement of learning environment’. In this point, it can be concluded that last five years has been the period for the first step towards fulfilling national responsibilities for expanding minimum supports for adult literacy, and from now on, national government should expand quantitative supports for adult literacy and raise quality of adult literacy, while taking into account learners’ needs and circumstances.
