지역사회기반 시민교육의 필요성과 개념적 조건

Needs and conceptual framework of community-based civic education

본 논문은 오늘날 우리사회에서 활성화하기 시작한 지역사회기반 시민교육의 이론적 근거를 확보하기 위해 그 필요성과 개념적 조건을 탐색하였다. 지역사회기반 시민교육의 필요성은 우선 우리 지역사회가 정치, 경제, 사회 및 문화 영역에서 당면한 민주화의 네 가지 도전 - 지역사회 내 풀뿌리 민주주의의 미 정착, 지역사회의 경제적 자생력 약화 및 지역 간 불평등 심화, 인격적으로 소통할 수 있는 지역사회 공간의 축소, 지역문화에 대한 차등적 인식 - 을 근거로 한다. 또 우리사회 시민교육의 역사적 발전에 비추어 볼 때, 오늘날 우리는 ‘국민’과 ‘민중’ 그리고 ‘참여적 시민’을 넘어 ‘지역사회 시민’으로 거듭나기 시작하고 있다는 점도 지역사회기반 시민교육이 필요한 또 다른 이유이다. 그리고 지역사회기반 시민교육을 구현하려면 무엇보다 지역주민이 ‘지역사회 시민’으로서 갖추어야 할 자질이 무엇인지 찾아야 한다. 지역사회 시민이 지녀야 할 특수한/보편적 자질, 대외적/대내적 자질을 준거로 네 가지 유형의 자질을 구안했다. 지역사회 시민이 대외적으로 갖추어야 할 특수한 자질로는 ‘지역지식’과 ‘다중정체성’을 제시했고, 대외적 보편적 자질로 ‘주체성’을 제시했다. 그리고 대내적으로 갖출 특수한 자질로는 ‘역사의식’과 ‘지역사회 참여’를 제안했고, 대내적 보편적 자질로 ‘연대성’을 제안했다. 한편 지역사회기반 시민교육을 실현하려면 지역사회 자체가 지속가능해야 하기에 ‘지역사회자본’을 개발할 것도 추가하였다.

This study aimed at constructing needs and conceptual framework of community-based civic education(CBCE) today. The needs of CBCE were found in four challenges for democratization of community and historical development of civic education since 1945 in Korea. Four challenges were following: we have not yet realized grassroots democracy in community; we have encountered with economic dependence and economic inequality among communities; we have lost personal communication in community; we have discriminated local culture. And this study also found CBCE was a sprout in Korean civic education. Then this study proposed the conceptual framework of CBCE through constructing the local citizen’s traits which have two dimensions of external/internal and particular/universal. Local knowledge and multiple identities are external and particular traits. Subjectivity is a external and universal trait. While historical consciousness and community engagement are internal and particular traits. Solidarity is a internal and universal trait. Finally this study added community capital, which is necessary for sustainable development of community, to the conceptual framework of CBCE.
