일본형 복지국가체제에 관한 젠더론적 검토

A Study on the Japanese Type Welfare State Regime from Gender Perspective

본 연구의 목적은 젠더 관점에서 일본형 복지국가체제를 둘러싼 기존 논의들을 재검토함으로써 일본의 복지(국가)모델에 내재되어 있는 젠더관계를 분명히 하고, 그러한 젠더관계(특히, 여성의 역할)가 일본의 복지국가 모델이 변화되는 과정에서 어떻게 자리매김되고 있는지 분석하는 것이다. 이를 위해 우선, 본 연구에서는 서구에서의 비교복지국가론의 연구흐름과 관련하여 일본의 복지국가 모델을 설명함에 있어서는 젠더 관점이 없어서는 안 될 불가결한 요소라는 것을 확인한다. 그리고, 일본의 복지개혁 이전인 1960·70년대 일본형 복지국가체제가 형성되었을 당시에는 젠더관계가 어떤식으로 내재되었으며, 또한 그것이 1980년대 초반 복지개혁 이래 실제 제도에서 구체적인 개혁이 단행되어 그 재편의 양상이 드러나기 시작한 1990년대 중반 이후 어떤 식으로 수정(변화)되고 있는지 검토한다. 마지막으로, 이러한 일본형 복지국가체제에 관한 젠더론적 검토를 바탕으로 최근 변화의 조짐이 드러나고 있는 일본형 복지국가체제의 과제가 무엇인지 제시하고자 한다.

The purpose of this study is to clarify the gender relations in the welfare state models, and to investigate how the gender relations, the roles of the women in particular, were positioned in the changing process of those models through examining the previous studies on the Japanese type welfare state regimes from gender perspective. Thinking deeply about the current research trend of comparative studies of welfare states in the Western countries, it is necessary to explain the Japanese welfare state model from gender perspective for a proper research result at first. Based on that, this study investigated how the gender relations are inherent in the establishment process of Japan’s welfare state system, and how it alters or changes in the recent years. Finally, this study raised some problems of the Japanese type welfare state regime which seems to change recently.
