The Effects of the Art-Flower Seed School Project on Schools and Local Communities

최근 문화예술교육에 대한 관심이 고조되고 있다. 정부도 문화예술교육에 대한 지원을 확대하고 있고, 문화예술교육에 대한 기초 연구를 비롯하여 정책평가 연구들도 많이 수행되고 있다. 그러나 프로그램의 결과로 나타나는 효과성에 대한 연구는 매우 미흡한 상태이다. 이에 본 연구는 학교문화예술교육의 효과성을 예술 꽃 씨앗학교 지원 사업을 사례로 들어 평가하려는 목적을 가지고 있다. 이를 위해 2011년 현재 4년차 지원을 받는 10개 초등학교와 1년차 지원을 받기 시작한 16개 초등학교를 대상으로 프로그램 분석을 실시하여 효과성 평가 모형을 수립하고, 이에 근거하여 4년차 3개 학교, 1년차 5개 학교를 선정한 후 학교관리자, 교사, 학부모, 강사, 지역주민 등을 대상으로 면접조사를 통해 그 효과성을 평가하였다. 학교에 대한 효과성 평가 모형은 크게 학교의 문화예술 환경 개선, 학교 구성원의 문화예술적 역량 증진, 학교의 전반적 교육력 향상, 대외적 효과 증진, 지역사회의 문화예술 인프라 활용 등 5개 지표를 도출하였으며, 지역사회의 경우에는 지역의 문화예술 환경 개선, 지역주민의 문화예술적 역량 증진, 지역의 환경 개선, 지역의 문화예술 인프라 활용 등 4개 지표를 도출하였다. 평가 결과, 학교의 경우 5개 영역 모두에서 매우 긍정적 효과를 달성하였으며, 지역사회의 경우에도 4개 영역 모두에서 의미있는 변화가 발견되었다.

The purpose of this research was to analyse the effect of the Art-Flower Seed School Project (AFSSP) on schools and their local communities, and to make recommendations to improve, expand or terminate the program based on the findings. Eight schools were selected from among twenty-six involved in the Art-Flower Seed project, and half-standard interviews were conducted with principals, vice-principals, teachers, parents, and community members. The impact of the AFSSP on schools was examined in five areas: the increase in artistic ability of students and staff, the overall educational ability of the school, the impact outside the school, and the utilization of artistic infrastructure in the local community. The impact on local communities was examined in four areas: the improvement of the arts and the cultural environment, the increase in artistic ability of community members, the improvement in the local environment, and the utilization of a tangible and intangible infrastructure. The results of this research indicated that the AFSSP had a significant impact on schools especially on their environments, teachers and students ability, and on the schools' educational ability. In local communities the AFSSP’s impact was the basis for the establishment of diverse arts, culture and education networks, and for the collaboration and interdependence of schools and their local communities.
