부동산 행정정보 일원화의 비용편익 분석

우리나라의 부동산 관련 행정정보는 동일한 물건을 국토해양부, 대법원이 분산 관리하고 있는 문제점은 오래된 개선과제중 하나였다. 현재 분산 관리되고 있는 부동산 관련 행정정보는 전산화가 되었기 때문에 일원화가 가능하다. 따라서, 일원화의 가능성을 비용편익 추정을 통해 검증을 하고자 한다. 본 연구는 비용 편익 분석에 앞서 분석에 사용될 주요 항목에 대해 사전 조사를 한 후, 부동산 행정정보 일원화에 대한 비용 편익 분석을 수행하여 경제성을 검증하였다. 부동산 행정정보 일원화의 편익을 분석하기 위해 초기투자비 및 운영 관리비 등을 포함한 비용을 산정하였으며, 지적행정효율화, 부동산 공부발급 일원화, 부동산 가격산정업무 효율화, 디지털 지적기반 건축인허가 시간절감 부분을 민간과 공무원으로 분류하여 편익을 추정하였다. 사회적 할인율을 적용한 총 편익은 약 3,531억원이 도출되었고 총 비용은 약 1,297억원이 산정되었다. 비용과 편익의 추정치를 이용하여 경제적 타당성 여부를 판단하는 비용편익비율(B/C비율)을 산정한 결과 2.722로 1을 상회하여 부동산 행정정보 일원화는 경제적 타당성이 높은 것으로 분석되었다.

It has been regarded for long times as a major problem need to be resolved that the property information is managed by separate organizations such as Ministry of Land, Transportation and Maritime Affairs(MLTM) and Supreme Court in Korea. Since the property data computerized, the currently distributed information is able to be integrated. The purpose of this study is to evaluate the feasibility of the property information integration project by means of cost-benefit analysis tool. In order to conduct the analysis, the required data has been collected and the analysis has been conducted in terms of economical aspect. In order to estimate the cost side, the initial investment and management cost was carefully calculated. For the benefit side, the efficiency of cadastral administration, integration of property record issuing work, property valuing work, time saving for construction permit in the field of private and public sector. From the final analysis applying social discount rate the total amount of benefit was estimated about 353,100 million Korean Won and the total amount of cost was estimated about 129,700 million Korean Won. Based on the total amount of cost and benefit of the property information integration project, the ROI(return on investment) was calculated as 2.722 which means the project is economically feasible.
