지적활동에 관한 이론적 고찰

A Theoretical Study on on Cadastral Activities

본 연구의 목적은 지적활동에 관한 기초이론의 개념을 제시하는 것이었다. 이상을 위한 연구의 내용적 범위는 지적활동이란 무엇인가, 지적활동은 어떻게 분류되며, 지적활동의 이념은 무엇이며, 지적활동의 특성은 무엇인가로 한정하였다. 조사방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법으로는 기술적(記述的) 분석방법을 사용하였다. 연구결과 첫째, 지적활동이란 국토에 대한 정부와 국민들의 각종 욕구를 충족하기 위해 필지단위로 행하는 제반 활동”으로 정의되었다. 둘째, 지적활동은 실체적 활동ㆍ절차적 활동ㆍ관리적 활동으로 대별되었으며, 실체적 활동은 다시 물리적 활동ㆍ권리적 활동ㆍ가치적 활동ㆍ이용 규제적 활동으로 분류되었다. 절차적 활동은 다시 조사활동ㆍ등록활동ㆍ공시활동으로 분류되고, 관리적 활동은 다시 법률적 활동ㆍ행정적 활동ㆍ기술적 활동으로 분류되었다. 셋째, 지적활동의 이념은 민주성ㆍ효율성ㆍ안전성ㆍ정확성ㆍ경제성으로 나타났으며 넷째, 지적활동의 특성은 공공성ㆍ전문성ㆍ절차성ㆍ공시성ㆍ분쟁예방성으로 나타났다.

The purpose of this study is to suggest fundamental theories about cadastral activities. The content scope of the study is what the cadastral activities are? how the cadastral activities are classified? what the ideology of cadastral activities is? and what the characteristics of the cadastral activities are? The investigation methods used for the study are literature review and internet search as well. A descriptive analytical method is adopted in this study. As a result of the study, first, the cadastral activity is defined as an overall activities accomplished within the unit of one parcel to make satisfactory government authorities and their national people's a number of desires about their national land. Second, cadastral activities are classified into actual activity, procedural activity and managerial activity. The actual activity is again classified into physical activity, right activity and restrictive activity. The procedural activity is classified into investigation activity, registration activity and public-announcement activity. The managerial activity is classified into legal activity, administrative activity, descriptive activity. Third, the ideologies of cadastral activities are democracy, efficiency, security, accuracy and economical efficiency. Fourth, the characteristics of cadastral activities are publicism, professionalism, proceeding, public-announcement and precautione.
